The Environment Agency has produced a guide that is aimed at land and property owners who are located alongside a river or watercourse.

As an overview the guide basically explains your rights and responsibilities.  In legal terms you are a ‘riparian owner'

This therefore puts a responsibility on affected landowners to ensure that they put all reasonable measure in place to tackle invasive species.
